The Office of the Senior Special Assistant to the President on Sustainable Development Goals (OSSAP-SDGs) erected three public buildings in Alimosho Local Government Area of Lagos State in 2022, but three years on, these buildings sit idly without ever serving their purposes.

On Lanre Hassan Street in the Egbeda area of Alimosho, two of these buildings stand behind locked gates. One bears a signpost indicating that government built it to serve as a 40-bed primary health centre (PHC). Fits Interbiz Concepts was the contractor charged with developing it. The other building had no signpost at all.

Directly opposite Lanre Hassan Street, the third building, a children’s recreation centre, also exists unused. This building, FIJ observed, receives regular homeless visitors who use it as an occasional shelter to pass the night.

Between August 2024 and February 2025, FIJ visited the area on multiple occasions and spoke with residents who gave accounts of the goings-on in the vicinity.

Adejoke Orelope-Adefulire, the Senior Special Assistant to the President on SDGs

“Only one building has a signpost indicating what it is for,” a resident told FIJ. “The other two used to have them but they fell some years ago and iron condemn people carried them away.”

The resident said persons who go around picking metals and buying them off people who had no use for them pilfered these posts from two of the erected buildings, making it impossible for anyone to see the contractor, ministry or building purpose.

Only the PHC had a visible signpost within its premises. Three blocks away from where the PHC stood was a diagnostic centre. People familiar with the construction told FIJ the OSSAP-SDGs designed this building to serve as a diagnostic lab, while the other would serve as a PHC. However, after years of abandonment, this plan changed.

FIJ visited the area and discovered that at least two of the three structures were not fully ready when Adejoke Orelope-Adefulire, the SSA-SDGs, commissioned the buildings on May 20, 2023.

After gaining entry into the diagnostic centre, FIJ observed that as of February 16, 2025, labourers were remodelling the diagnostic centre to serve as a PHC while the originally built PHC was repurposed to function as the diagnostic centre.

An insider familiar with the matter explained to FIJ, “The building they erected for the hospital is not as big as the one they built for the lab. Now, they have decided to transfer everything from one to the other, and complete the building.”

When FIJ asked if ‘everything’ meant equipment, this source replied, “No. There are no beds or any equipment yet. When the buildings are ready, they would put all of those, but the basic things that made the hospital look like that, they have relocated to the lab.”

FIJ was able to record a video of the interior of one of the buildings. Our reporter did not find equipment inside the building and observed that the facility was still undergoing construction.

In the compound, FIJ found new gates, sand and interlocking blocks lying around awaiting use.

On Monday, FIJ called Desmond Utomwen, spokesman for the OSSAP-SDGs. Utomwen asked FIJ to send a message via WhatsApp.

After reading FIJ’s questions, he replied, “Thank you for reaching out. Kindly send a formal request to the Office on your inquiry for an official response on the aforementioned projects.

“The address is: Office of the Senior Special Assistant to the President on SDGs 3rd Floor, Block C, Right Wing, Head of Service Building, Federal Secretariat, Abuja.”

FIJ asked if he could provide an email address as an alternative to the Abuja address, but he said, “Why don’t you get someone to help you submit it, if possible?”
